Οργανισμοί αντιμετώπισης των Εξαρτήσεων στην Ελλάδα

Κέντρο Θεραπείας Εξαρτημένων Ατόμων (ΚΕ.Θ.Ε.Α.)    Το ΚΕΘΕΑ είναι το μεγαλύτερο δίκτυο υπηρεσιών απεξάρτησης και κοινωνικής επανένταξης στη χώρα μας. Βρίσκεται δίπλα στους χρήστες ουσιών και τις οικογένειές τους από την ίδρυση της ΙΘΑΚΗΣ, της πρώτης ελληνικής Θεραπευτικής Κοινότητας, το 1983. Όλες οι υπηρεσίες του παρέχονται δωρεάν και χωρίς λίστες αναμονής: στο δρόμο, στα σωφρονιστικά καταστήματα, σε μονάδες σε όλη την Ελλάδα. To KEΘΕΑ απευθύνεται επίσης σε όσους αντιμετωπίζουν πρόβλημα με άλλες μορφές εξάρτησης, όπως το αλκοόλ, ο τζόγος και το διαδίκτυο. 

Οργανισμός Κατά των Ναρκωτικών (Ο.ΚΑ.ΝΑ.)     Ο Οργανισμός Κατά των Ναρκωτικών (ΟΚΑΝΑ) ιδρύθηκε με το Νόμο 2161/93 που ψηφίστηκε από το σύνολο του Κοινοβουλευτικού Σώματος και η λειτουργία του ξεκίνησε το 1995. Είναι ένα αυτοδιοικούμενο νομικό πρόσωπο ιδιωτικού δικαίου που τελεί υπό την εποπτεία του Υπουργείου Υγείας και Κοινωνικής Αλληλεγγύης.Σύμφωνα με τον ιδρυτικό του νόμο, ο ΟΚΑΝΑ έχει ως κύριους σκοπούς: το σχεδιασμό, την προώθηση, το διυπουργικό συντονισμό και την εφαρμογή εθνικής πολιτικής σχετικά με την πρόληψη, τη θεραπεία και την αποκατάσταση των ουσιοεξαρτημένων ατόμων, τη μελέτη του προβλήματος των ουσιοεξαρτήσεων σε εθνικό επίπεδο, την παροχή έγκυρων και εμπεριστατωμένων πληροφοριών και την ευαισθητοποίηση του κοινού, την ίδρυση και την αποτελεσματική λειτουργία κέντρων πρόληψης, θεραπευτικών μονάδων και κέντρων κοινωνικής και επαγγελματικής επανένταξης.

18 ΑΝΩ     Η Μονάδα Απεξάρτησης Αλκοολικών – Τοξικομανών 18 ΑΝΩ του Ψυχιατρικού Νοσοκομείου Αττικής άρχισε να λειτουργεί από το 1969 έως το 1995 που χωρίστηκε σε δύο ανεξάρτητα τμήματα Αλκοολικών και Τοξικομανών τα οποία βρίσκονται πλέον σε ξεχωριστά κτίρια μέσα στο νοσοκομείο. Το 1993 ξεκίνησε η λειτουργία του 10ου Περιπτέρου ως τμήμα Σωματικής Αποτοξίνωσης το οποίο έπαψε να λειτουργεί το 1997 ενώ από τότε έως σήμερα λειτουργεί εκεί το πρόγραμμα απεξάρτησης αλκοολικών.Η θεραπευτική προσέγγιση του εξαρτημένου ατόμου πρέπει να είναι πολυεστιακή (άτομο, οικογένεια, ομάδα), παρεμβαίνοντας στη βάση ενός συνολικού πλάνου σε όλες τις παραμέτρους του προβλήματος. Ο τοξικομανής σαν ένα πρόσωπο που πάσχει – όχι ο απλός χρήστης κάποιας ουσίας – μπορεί να θεραπευτεί μόνο εφόσον το αποφασίσει ο ίδιος και ενταχθεί σε ένα πρόγραμμα απεξάρτησης που ο ίδιος έχει επιλέξει.

Εθνικό Κέντρο Πληροφόρησης & Τεκμηρίωσης για τα Ναρκωτικά (Ε.Κ.ΤΕ.Π.Ν.)    Το Εθνικό Κέντρο Τεκμηρίωσης και Πληροφόρησης για τα Ναρκωτικά (ΕΚΤΕΠΝ) λειτουργεί στο πλαίσιο του Ευρωπαϊκού Κέντρου Παρακολούθησης των Ναρκωτικών και της Τοξικομανίας(EMCDDA – Ευρωπαϊκό Κέντρο). Αποτελεί ένα από τα Εθνικά Κέντρα που λειτουργούν στα 27 κράτη-μέλη της Ευρωπαϊκής Ένωσης, στη Νορβηγία, στην Ευρωπαϊκή Επιτροπή και στις υποψήφιες προς ένταξη χώρες.Το Ευρωπαϊκό Κέντρο λειτουργεί από το 1994 (Κανονισμός αρ. 1920/2006 του Ευρωπαϊκού Κοινοβουλίου και του Συμβουλίου) και έχει ως έδρα του τη Λισσαβόνα. Στόχος του είναι η παροχή αξιόπιστων και συγκρίσιμων πληροφοριών για όλες τις παραμέτρους του προβλήματος των ναρκωτικών και ο συντονισμός των προσπαθειών για τη μείωση της προσφοράς και της ζήτησής τους.

International Narcotics Control Board    The International Narcotics Control Board (INCB) is an independent, quasi-judicial expert body established by the Single Convention on Narcotic Drugs of 1961 by merging two bodies: the Permanent Central Narcotics Board, created by the 1925 International Opium Convention; and the Drug Supervisory Body, created by the 1931 Convention for Limiting the Manufacture and Regulating the Distribution of Narcotic Drugs. INCB has 13 members, each elected by the Economic and Social Council for a period of five years. INCB members may be re-elected. Ten of the members are elected from a list of persons nominated by Governments. The remaining three members are elected from a list of persons nominated by the World Health Organization (WHO) for their medical, pharmacological or pharmaceutical experience. Members of the Board shall be persons who, by their expertise, competence, impartiality and disinterestedness, will command general confidence. Once they have been elected, INCB members serve impartially in their personal capacity, independently of Governments.

European Monitoring Centre for Drugs & Drug Addiction    The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) was established in 1993. Inaugurated in Lisbon in 1995, it is one of the EU’s decentralised agencies.The EMCDDA exists to provide the EU and its Member States with a factual overview of European drug problems and a solid evidence base to support the drugs debate. Today it offers policymakers the data they need for drawing up informed drug laws and strategies. It also helps professionals and practitioners working in the field pinpoint best practice and new areas of research.

European Federation of Therapeutic Communities    Founded in 1978 and formalised in 1981 on the initiative of a group of therapeutic communities for residential drug treatment, the EFTC is a European federative organisation supporting the psychopedagogical approach helping drug addicts to return to a drug free life style and to become contributing members of the wider community. Today the EFTC. is spread across Europe in 25 countries and represents more than 40 treatment organisations.

European Institute of Studies on Prevention, Spain    The IREFREA network was founded in 1988 with experts from several European countries and it is one of the oldest professional drug networks. The Spanish group has had the scientific leadership of the different research projects since the group’s initiation. Substance Abuse & Mental Health Services Administration, USA   The Substance Abuse and Mental Health Services Administration’s (SAMHSA) mission is to reduce the impact of substance abuse and mental illness on America’s communities. SAMHSA was established in 1992 and directed by Congress to target effectively substance abuse and mental health services to the people most in need and to translate research in these areas more effectively and more rapidly into the general health care system. The Columbia Gambling Disorders Clinic @ the New York State Psychiatric Institute    Funded by the New York State Office of Alcohol and Substance Abuse Services (OASAS) helps people with gambling addiction free of charge. Office of National Drug Control Policy, USA    A component of the Executive Office of the President, ONDCP was created by the Anti-Drug Abuse Act of 1988.  ONDCP advises the President on drug-control issues, coordinates drug-control activities and related funding across the Federal government, and produces the annual National Drug Control Strategy, which outlines Administration efforts to reduce illicit drug use, manufacturing and trafficking, drug-related crime and violence, and drug-related health consequences.
